Cannon Beach Rural Fire Protection District
(Cannon beach Fire & Rescue) was formed in 1947. The District is a
non-profit, municipal corporation formed under Oregon Revised Statues.
District boundaries are from Highway 101/26 Junction, south to and
including a portion of the northeast tip of Tillamook County in Falcon
Cove.
The boundaries are long and narrow, with approximately 5 square miles.
The District’s board of directors (5) are elected in March of odd
years, each serving 4 year terms.
Station
2 was added in 1966, which established the unincorporated town of
Arch Cape into the District. In the late 70s, the Tillamook County
portion of Falcon Cove, a small community one mile south of Arch Cape,
was also made part of the District.
Organization
There
has been relatively few fire chiefs in the District’s history.
Del McCoy was chief in the 60s, followed by Bruce Haskell. Gary Moon
took over as chief in 1977 and continued in that role until his retirement
in 1995.
Cleve Rooper then assumed command and is the present chief.
The District employees three personnel: Chief Rooper; Fire Marshal
Mike Graham and Training Officer Garry Smith. Graham has been a paid
employee of the District since 1985. He also serves as Board Secretary
and Chief Assistant.
Smith has been training officer since 1997.
Personnel
The District is volunteer
(other than the three noted above) and current roster count is 30.
26 personnel: 16 are NFPA
Firefighter 2s; 4 are NFPA Firefighter 1s; 3 are NFPA Basics.
5 personnel are high angle rescue technicians: 4 are level 3 and 1
is level 2.
5 personnel are certified as surf rescue responders.
EMT I: 6; EMT B: 3; FR: 4.
Apparatus
The main
station houses specialty apparatus, a ladder/snorkel, rescue ambulance,
utility truck, zodiac rescue boat and two Yamaha rescue watercraft.
Apparatus at the main station includes:
1979 Seagrave, 1500 gallon per minute pumper with 1,200 gallons onboard.
1995 Pierce Saber, 1500 gallons per minute pumper with 750 gallon
onboard water tank.
1991 Beck, 55’ ladder/snorkel, 1,500 gallons per minute pumper with
500 gallons onboard.
1996 Ford 350 rescue ambulance equipped with medical, cliff rescue
equipment, jaws of life.
1990 Blazer utility truck which is primary response on surf rescues.
Arch Cape Station houses a sister Pierce unit as well as a 1978 GMC
Rescue Ambulance.
Area
of Coverage
The
Cannon Beach area is a destination type resort community, located
on the northwest Oregon coast. With wide expansive beaches of the
pacific ocean, and huge rock formations and cliffs, the area draws
many thousands of people to vacation in the cannon beach area.
Because of the District’s “resort” orientation, population fluctuates
greatly during the year.
The majority of the District’s calls are medical.
Total annual runs are in the neighborhood of 230, with approximately
90% of those medical.
The District has relatively few structure fires, in the past five
years there has been six.
ISO rating of 4/9, four in Cannon Beach and Arch Cape, and nine in
Falcon Cove.
